We will establish a “Rulemaking-Integrated Startup Support Program” that enables startups to grow by engaging in rulemaking (*1)—the process of proposing and implementing policies themselves—especially in sectors that are stalled due to outdated or underdeveloped regulations (such as emerging industries and deep tech), or in highly social fields with limited market size (such as social impact ventures). By fostering collaboration among corporations, governments, public institutions, and markets, we aim to build a “Democracy 2.0-style startup ecosystem” in which public value and business growth are pursued through rule formation, positioning Tokyo as a global model city for rule-driven innovation.
